Clarion VINELink Release Coverage
Pennsylvania calls its public service PA SAVIN, the Pennsylvania Statewide Automated Victim Information and Notification program. VINELink is the search and registration interface. The Commonwealth says the system includes participating county jails, Pennsylvania state prisons, and state parole events. This broad entry point is useful in Clarion because the county publishes no official current roster, recent-release feed, or named release archive.
The shared interface does not merge agency authority. Clarion County Corrections controls a county custody event. PA DOC and the Pennsylvania Parole Board control state imprisonment and parole. A court docket records the legal order behind bail, sentence, dismissal, or another case action. VINELink passes custody data and alerts from contributing sources. It does not independently decide what the event means.

Search Clarion VINELink Records
Search for one person at a time. Exact first and last names are the starting inputs documented by Pennsylvania. Compare every available identifier before opening a record, especially when common names produce more than one match. A name alone should never connect a custody event to a person when dates, agency, or identifying numbers conflict.
- Open VINELink and select Pennsylvania.
- Choose the offender-search option, then enter the person's exact first and last name.
- Run Search and compare the returned identities, agency, and any other displayed identifiers.
- Open only the properly matched record. Record the source agency and the time the information was checked.
- Read the event or custody label literally. Do not change a move or transfer into a community release.
- If the person is not found, retry known legal names and verify through the last agency rather than treating the blank result as proof.

The screen is a starting point for a current lookup, not a fixed copy of the fields that every contributing agency will return.
Note: Preserve the matched name, source agency, identifier, event wording, and search time so later confirmation uses the same person and event.
Clarion VINELink Release Results
VINELink displays what the contributing agency supplies. Pennsylvania's official instructions do not promise one universal result layout, a fixed set of fields, a lasting released-person page, or a specific retention term. Therefore, no result field should be promised unless it appears on the correctly matched live record. A released person may cease to appear even though an older custody event occurred.

A release alert is meaningful evidence that a participating source reported a custody change. It still needs context. Call Clarion County Corrections for physical discharge from the county jail and inspect the Clarion UJS docket for legal authority. A docket may show bail or dismissal yet lag actual processing, while another hold can prevent community release.
Set Clarion Release Notifications
PA SAVIN provides an exact registration path. Register while the matched person remains visible, retain the confirmation, and keep contact details current. Notification choices may include telephone, text, or email. The four-digit PIN is important for phone service because it confirms receipt and stops repeated automated calls.
- Open the correctly matched record and select Get Notified.
- Select Add to begin a notification registration.
- Choose the telephone, text, or email choices offered for that record.
- Enter the destination information carefully and check it before continuing.
- Select Next: PIN, create a four-digit PIN, and complete registration.
- When an automated telephone alert arrives, enter the PIN followed by # to acknowledge it.
Telephone registration is also available at 866-972-7284, with TTY service at 866-847-1298. Pennsylvania states that unanswered calls or messages may repeat for 24 to 48 hours or until acknowledged. Registration destinations are confidential from the offender. Update them after a phone number or email address changes.

Those state instructions, rather than an assumed vendor workflow, supply the Get Notified, Add, PIN, and acknowledgment steps used for Clarion alerts.
Clarion SAVIN Alert Advantage
Clarion's lack of an official recent-release list makes prospective notice unusually useful. There is no county roster, rolling release page, public booking archive, or verified sheriff jail app to check after the fact. PA SAVIN can preserve the practical clue that a contributing agency reported a release, transfer, move, escape, or related change after a person was registered.
This advantage depends on early registration and careful reading. A move alert may mean transport to PA DOC, another county, treatment, federal custody, or another authority. It does not establish release into the community. A received release alert should be saved with its time, agency name, and offender identifier. The event can then be checked against the jail and court record.
When an already released person no longer appears, do not expect VINELink to recreate a permanent archive. Request an existing Clarion County release or movement record and use the UJS docket for the court action. The Clarion County released inmate search path explains that historical fallback.
Clarion VINELink No-Result Checks
A blank search does not prove release. It can reflect spelling, a source update, an agency transfer, incomplete coverage, removal after release, or the fact that the person was never in a participating Clarion or Pennsylvania custody system. Try known name forms and match a date of birth or custody number where another official record supplies it.
Next, return to the last known layer. For Clarion County Corrections, call 814-226-9615 and ask whether the person remains there, was physically discharged, or left in another agency's custody. For a Pennsylvania state sentence, search both PA DOC locator modes. Inmate mode covers current state prisoners. Department Supervised Individual mode covers active state field supervision and may show a release date, parole number, residence county, district context, or absconder notation.
A county detainee who posted bail ordinarily will not become a DOC inmate. A person transferred on a state sentence may appear in inmate mode. Someone paroled from state prison may move to supervised mode. Full discharge can remove the person from both current populations. These distinctions prevent a VINELink no-result from being stretched beyond what it proves.
Note: PA DOC says its locator updates daily but also warns that its information may be incomplete and that some fields come from outside sources.
Confirm Clarion VINELink Alerts
Keep county, state, and federal systems separate. VINELink is not the general search route for a sentenced federal prisoner, federal pretrial detainee, or ICE detainee. Use the BOP locator for sentenced federal custody, the federal docket and relevant USMS district for federal pretrial custody, and ICE ODLS only when an immigration transfer is plausible. A Clarion release followed by ICE pickup is a transfer between agencies, not community release.
PA SAVIN also differs from Pennsylvania's Office of Victim Advocate notification service. OVA may provide eligible registered victims with broader state-case events, including some parole information. Public VINELink registration should not be described as the same program or as providing all OVA notices.
For a county event, combine the saved alert with the Corrections response and the UJS docket. For a state event, check PA DOC custody or supervision and the assigned office. If documentation is needed, request the existing record from the agency that created it. A transfer alert, loss of search visibility, or an unanswered call should never stand alone as proof of release.
Clarion County Corrections can answer the operational question of whether a person remains at the jail, was discharged, or was moved to another authority. Its official corrections page identifies the facility and contact route. The UJS case system can then supply the court context, such as bail, sentence, dismissal, or a later order. These records complement an alert because neither a court entry nor a notice alone necessarily proves the exact physical outcome.
A state-prison release needs a different check. Search PA DOC inmate mode for current prison jurisdiction and supervised mode for active parole. The supervised result's Release Date concerns a person already released from state prison into supervision. It must not be described as a projected field for a current inmate. A fully discharged person may fall outside both current locator populations, so the agency record remains the historical source.
If a PA SAVIN phone alert arrives, keep the message until the event is checked. Entering the four-digit PIN and number sign acknowledges the call and ends repeat attempts, but acknowledgment does not verify the source facts. Note whether the message says release, move, transfer, or another event. Then ask the named agency what occurred. For a county release, a narrow Right-to-Know request can seek an existing release or movement record when a durable document is needed. The request should identify the person and a close booking or commitment range rather than asking the county to create an explanation.
